At the 10th anniversary conference for the World Development Report 2004 (Making Services Work for Poor People) we interviewed Lant Pritchett, a member of the WDR 2004 core team, about the importance of organisational (rather than simply individual) capacity, how the local versus national decentralisation debate is a fruitless discourse, and why we need to focus on supporting local capacity to deliver services in fragile states.
