Gateshead and Newcastle traffic: Could it have been avoided?

Drivers have reported big delays on Tyneside this morning with temporary traffic lights near the Tyne Bridge. Gateshead Council's Victoria Beattie tells BBC Newcastle the temporary traffic lights will remain in place until 30 November. Many surrounding roads have been affected with some bus routes being diverted.
