A caller has told Ian Collins immigration has no effect on infrastructure.
Ian Collins was left dumbfounded when David in Exeter called to tell him the UK could take 400 million more people tomorrow if 'we built more roads'.
It comes as the president of the European Council Donald Tusk prepares to publish a "new settlement" on the UK's EU membership today.
