"These are difficult decisions" - East Sussex County Councillor David Elkin on the 2016/17 budget

East Sussex County Council is about to pass its annual budget. This year, it says that a combination of cuts to central government funding, rising demand and higher staff costs mean it will need to save at least £70 million by 2019.
Conservative David Elkin is the lead member for resources - responsible for overseeing the budget setting exercise.
Here, I ask him whether he's sure that the axe is falling in the right places.
