Rural Payments helpline goes down

The government's rural payments helpline goes down on 1 April - a day when many farmers are still trying to find out when they will receive their Basic Payment subsidy following repeated assurances by the Rural Payments Agency that "almost all" farmers would be paid by the end of March.
