Will rally corporate sponsor downsizing impact Sturgis taxpayers?

The announcement last year that Harley-Davidson Motor Company was under investigation for an alleged malfunctioning brake system on its motorcycles was almost immediately followed by hundreds of employee layoffs. And even more layoffs have been announced in 2017. The privately held company that the City of Sturgis built a $2.3 million dollar downtown space for with taxpayer money in 2015, has a 75 year, non-disclossure financial agreement with the city. How exposed - financially - are city taxpayers if corporate rally sponsors tighten the purse strings?
