A STOKE-ON-TRENT City Councillor says he WON'T stand down -- despite a hearing concluding he broke the authority's code of conduct by being offensive and under the influence of alcohol at an official event in 2015.

City Independent Councillor Richard Broughan had denied claims made in a complaint by Staffordshire Police following a Christmas light switch on in Abbey Hulton.

Yesterday a panel concluded he'd drunk brandy in an alcohol free zone and made sexual comments about a woman dressed in an elf costume at the Santa's grotto.

He'll now be offered training on the code of conduct.
