Responsibility and accountability are missing from safeguarding presently. Being utterly realistic Ms Dziadulewicz suggests law is needed. She is correct. The decades long misapplication of research from familial abuse to the complex structures of Regulated Settings has got to stop. It's failed staff, children and their parents.
