Government rejection of MR has nothing to do with child protection as you will hear. We posted an article in March 2015 : 'Successive Govts Flee Mandatory Reporting on the Mistaken Grounds of Cost,' which set out the absurd reasoning for the Government's refusal to introduce well designed MR for Regulated Activities.
