In Dame Cheryl Gillan's speech the word 'victim' is unused in stark contrast to the response from the Solicitor General who mistakenly used it in relation to this former pupil. As he has made very clear whenever necessary, he is a complainant not a victim. He is also an abusee, not a 'survivor.' These are statements of fact.
