They shouldn't need to express their ideas in technical terms. The key is for them to explain their business objectives and maybe suggest some ideas of how they would like to get there. It then falls to you to discuss with them how those objectives could be achieved and to do so in simple to understand terms.

What if clients have and idea of what they want but they can not express it in technical terms.
For example here we have so many "Small Business" as client they hardly understand difference between Internet and Web Site :-) I mean a part of joke, but they know that they want exactly to put a website so it will boost up their business.
If you can elaborate a little on that that would be great.
