Rex Heuermann's Therapist Wasn't Even Licensed

Allison Winter spent nearly three years inside the Suffolk County Jail, counseling Rex Heuermann and his family session after session. She was there for some of the most consequential conversations of his case. She just wasn't legally allowed to be doing any of it.

Winter is now facing eighteen felony charges, including grand larceny, scheme to defraud, and unauthorized practice of a profession, for allegedly posing as a licensed clinical social worker without the credentials New York requires. Prosecutors say she billed major insurance companies for more than sixty thousand dollars while treating Heuermann, one of the most closely watched accused killers in the country. The question we can't stop asking: how does someone without a license get that kind of sustained access to a high-profile inmate in the first place?

We dig into what usually happens during jail visitation vetting for cases like this, and where that process appears to have broken down. Was it a system that failed to check credentials, or someone who knew exactly how to work around it?
