Connecticut drivers, take note: new rules take effect October first. Holding your phone while driving — including scrolling — will be prohibited. Distracted driving in a highway work zone can now be charged as reckless driving. And drivers convicted three or more times for passing a stopped school bus could lose their license for six months. We spoke with DMV Commissioner Tony Guerrera about the new rules and how to best inform drivers.
