There are perhaps as few terms grimly dispassionate as 'Internally Displaced Persons'; they are the flotsam and jetsam of conflict, bereft even of refugee status. In Iraq there perhaps a million of them, many having fled the surging tide of ISIS. Now even the support they get from the international community is about to dry up; in a matter of days, says the World Health Organisation, it may have to shut down its health care efforts across Iraq.
