This is easy. A nation (ANY nation) should have an educational system that overwhelmingly supports its own citizens, over citizens of another country (and all other countries combined).
  • Russia should not allow a bunch of American students (nor do they, most likely).
  • China should not allow very many American students (what are there... ten?)
  • Nor should America allow many Chinese students. 
Let alone 600 THOUSAND. LITERALLY MORE THAN THE POPULATION OF THE STATE OF WYOMING.  

You do not support the welfare of your own CITIZENS by allowing large numbers of foreign students to attain education at your schools. You do not cultivate your nation's collective intellect growth. 

What you DO cultivate, is access to high rollers and sensitive facilities. Literal intellectual transfer to those loyal to other countries. And in the case of the 600,000, to the literal power that is at philosophical odds with you on the planet.

This doesn't make sense. And has never made sense. 

Just as with immigration, we should absolutely allow some foreign students. But it HAS to be under common sense limits. 

American citizens, of all backgrounds, deserve the opportunities that our educational institutions provide. 

We deserve better than to be educating the world, when our citizens need to be, can be, and should be better educated. 

But for damned sure we deserve better than to be giving people who did not grow up to learn and appreciate the philosophy and founding of our country to have a leg up on those that do.
