It doesn't PROVE anything, without more. But as to in the classic sense of understanding any case and considering a suspect, one tends to try to understand if they're "capable" of the act. Therein circumstantial evidence is relevant. 

  • What is their outlook? 
  • What is their history? 
  • What was "family life" like? 
  • What do they believe in? 
  • Have they done things along the same lines of violence or deception as the act you're pondering upon? 


From a 2018 book, from a journalist who lives there and has received one of the nation's highest journalistic awards, this history and national policy, along with the well-known "Hannibal Directive" ( I believe I said "Doctrine" in the episode ) helps illuminate the extreme outlook, basically unique among nation states, as to how far they'll go how soon.

Again, not particular evidence of ANYTHING for a specific case, but much like finding out the friendly schoolboy who is an honor roll student has a dark history of a tendency towards violence and/or manipulation, this information MUST color how anyone (and particularly, PRESIDENTS (ahemmm....) and diplomats) deals with this country's leadership.
