Sandra Birchmore Had Three Officers in Her Life and the State Charged How Many?

The state of Massachusetts charged none of them. Stoughton's own internal affairs investigation found Matthew Farwell, his twin William and Deputy Chief Robert Devine all had inappropriate relationships with Sandra Birchmore, a girl who joined their youth program at 13. The report said they engaged in lies, deceit and treachery. Prosecutors say Matthew started with her at 15. The only charges came from the FBI in 2024, three years after prosecutors say Canton police and state troopers told the medical examiner's office within hours that she'd killed herself. Troopers questioned Farwell in an elementary school parking lot and didn't record it, and prosecutors say state investigators never collected his DNA. Her snapped necklace was left behind for her family to find.
