Robert Tanenbaum, a very accomplished NYC prosecutor, becomes the Deputy Chief Counsel for the HSCA (House Select Committee on Assassinations). In his first week in D. C. he is called on by a U.S. Senator.
The Senator, Richard Schweiker, is a member of the "Church Committee", which investigated intelligence activities. More specifically Schweiker was a co-chair on a sub-committee investigating "performance or non-performance" of intelligence agencies during the initial investigation of the assassination."
During their meeting, Schweiker tells Tanenbaum two things about the CIA and the Kennedy assassination.
